Abstract

This article provides an analytical overview of Uzbekistan’s digital economy and
assesses the progress of national digitalization policies. It explains the “Digital Uzbekistan –
2030” strategy, examines the contribution of the information and communications technology
(ICT) sector to GDP, and highlights the role of IT Park, foreign direct investment (FDI) flows and the country’s digital entrepreneurship ecosystem. In 2023 the ICT sector accounted for 2.1 % of
GDP and IT Park hosted more than 2,500 resident companies. By 2024 the volume of
communication and informatization services rose to 56.17 trillion soums (≈US$4.4 billion), a
43.8 % increase over 2023, and the number of IT service exporters grew to 936, delivering
services to 78 countries.
The analysis shows that FDI inflows surged to US$11.9 billion in 2024, up from US$7.7
billion in 2023, raising the share of FDI in GDP to 10.3 %. The article reviews Uzbekistan’s AI
strategy, financing mechanisms for start‑ups and challenges such as uneven digital infrastructure,
limited venture funding and skills shortages. Policy recommendations include strengthening data
governance, simplifying the legal framework for start‑ups and expanding digital literacy
programmes.
