This article analyzes the theoretical approaches to the mechanisms of formation
of industrial clusters and their modern models. The role of clusters in the economic system, the
stages of their formation, the main driving factors and management mechanisms are consistently
considered. The author based his analysis on the connection of the formation of industrial clusters
with institutional, infrastructural and regional factors. The article compares and analyzes the
specific features of cluster models (vertical, hybrid, innovative, regional and inter-sectoral
clusters) based on the experience of the USA, Germany, Japan, South Korea and other countries. At
the same time, the economic, legal and organizational conditions necessary for the formation of
effective industrial clusters in the conditions of Uzbekistan are analyzed and recommendations for
their improvement are put forward.
