This article highlights the necessity of technical and economic justification of
managerial decisions. Based on the requirements of the Law of the Republic of Uzbekistan “On
Technical Regulation” dated February 27, 2023, the issues of acquiring new knowledge and skills
by managers and entrepreneurs in the fields of production and services are analyzed. The methods
of technical regulation (stabilizing, administrative, disciplinary) and their legal and regulatory
principles are discussed. The impact of law enforcement on economic activity, the construction
sector, and the efficient use of human capital is demonstrated through the example of Turkey.
Furthermore, the role of international standards, innovations, and the system of professional
development in the policy of technical regulation is substantiated.
